HOUSING ASSISTANCE SPECIALIST I - ASSISTED HOUSING PROGRAMS

Description:

Performs clerical and technical work of routine difficulty involved in processing the required forms and documentation necessary to effectuate a Housing Assistance Program Contract between clients, owners, and SAHA. Routinely interacts and works with clients and owners of diverse backgrounds.

Duties:

•Manages caseload and/or performs specialized function in conducting interviews with clients to obtain appropriate information; accept and review standard forms for completeness and accuracy; determines individual family’s eligibility; establishes client’s portion of the rent; informs and applies the rules and regulations of the Assisted Housing Programs, and completes internal processing of forms in order to effect a landlord/participant relationship.
•Receives approved inspection reports, prepares and mails contracts to property owner for signature; maintains a suspense file of contracts mailed to owners and ensures contracts are received within established time parameters.
•Ensures new admissions and annual recertification’s are processed in a timely manner.
•Responds to inquiries from owners, clients, SAHA personnel and the general public in order to answer general and/or specific questions regarding housing, or refers inquiries to an appropriate source for answers.
•Initiates/prepares investigations related to program fraud and/or abuse that is received through the Enterprise Income Verification (EIV) system and/or other third party sources.
•Mails out notification of proposed termination, maintains suspense file and closes out accounts.
•Generates request for initial payments, adjustments or overpayments to owners and participants.
•Manages financial accounts for other housing authorities in regards to billing portability.
•Prepares amendments to existing contracts to reflect changes in family composition or income.
•Maintains and creates landlord database. Processes changes of ownership.
•Responsible for a special program(s) such as Veteran Affairs Supportive Housing (VASH), Shelter Plus Care (SPC), Homeless Services Voucher (HSV), Disaster Housing Assistance Program (DHAP).
•Performs review of housing assistance and utility assistance payments pending payment processing.
•Assists in the training of new hires as needed.
•Performs quality control on application packages for completeness and accuracy, corrects if necessary.
•Maintains a working knowledge of policies and procedures as established by HUD and/or SAHA.
•Manages client’s file integrity in accordance with privacy and confidentiality laws and regulations.
•Operational expertise in Microsoft Office.
•Other duties as assigned.

Qualifications:

MINIMUM REQUIREMENTS

•Associates Degree in social services, business management or related field from an accredited college/ university or sixty semester hours (ninety quarter hours) of college course work in social services, business management or related field.
•One (1) year experience involving case management, client services and/or experience in social work.
•Texas Class “C” driver’s license and be insurable by the Housing Authority’s liability and fleet
insurance carrier.
•Housing Choice Voucher Specialist Certification within one year of appointment to position.
•Ongoing and/or updated certifications may be required.


PREFERRED REQUIREMENTS

•Bachelor’s degree from a four-year college or university.
•Housing Choice Voucher Specialist Certification.
•Bilingual speaker and writer.
•Knowledge of housing programs a plus.

PHYISCAL DEMANDS AND WORKING CONDITIONS

•Evening and weekend work may be required.
•Physical requirements include occasional lifting/carrying of 5-10 pounds.
•Visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment.
•Subject to sitting, standing, reaching, walking, twisting and kneeling to perform the essential functions. Working conditions are primarily inside an office environment.
