Description: | - Direct and manage the policies, plans, and programs governing organizational development, employee/labor relations,
staffing, compensation, training, management planning, and management and employee counseling.
| Duties: | - Perform organizational diagnosis, and develop and implement programs that will ensure
organizational effectiveness.
- Develop and implement change management strategies and reusable tools to help leaders and
employees successfully facilitate and absorb organizational changes while improving the quality and speed of project delivery.
- Develop and implement HR policies and programs that are consistent with current local, state, and federal regulations that will ensure coherence and alignment between mission, values, and business plans for the company.
- Support and guide the business units in interpreting policies, programs, and procedures, and where necessary, in completing projects.
- Support business unit leaders to align/redesign core business processes, and organization structures to enable execution of business strategies.
- Serve as the organization's EEO Officer. Monitor and assure compliance with equal employment opportunity and affirmative action plans and goals. Investigate internal and external EEO/harassment complaints to bring about resolution.
- Plan, direct, supervise, and coordinate work activities of subordinates and staff relating to
employment, compensation, labor relations, and employee relations.
- Direct the recruitment/selection program, training program, diversity program, employee benefits, and labor relations activities of the organization.
- Serve as consultant and advisory to departmental leaders.
- Participate in collective bargaining meetings and contract negotiations; also participate in employee grievance and arbitration hearings as appropriate.
- Prepare annual budget for Human Resources function and ensure adherence to budget.
- Facilitate the development of strategies to meet or exceed organizational and department performance goals and objectives, monitor results, and recognize employee, department and organization accomplishments.
- Oversee the continued development of all Human Resources employees to keep them abreast of new technologies; oversee and direct the development of Human Resources Management employees’ skills and understanding of procedures and policies, developing, implementing, monitoring and overseeing adherence to performance standards.
- Advance staff through training, professional development and promotional opportunities.
- Model, facilitate and encourage exemplary internal and external customer service, open communication, collaboration, participation and professional development among staff.
| Qualifications: | - Bachelor's Degree (Master's preferred) in Labor Relations, Organizational Development or related field.
- Eight to ten years related experience with emphasis on training and organizational development.
- Working knowledge of HRIS, word processing, spreadsheets, presentation programs, internet, and email.
- PHR/SPHR certification preferred.
- Strong commitment to diversity.
