Description: | | The City Manager is the chief administrative officer of the City and is responsible to the Mayor and City Council for the management and operations of all affairs of all departments of the City. As chief administrative officer, the position has management and control of all matters and things pertaining to the day to day operations of the City. The City Manager shall also have supervision responsibilities over departments and/or officers that may be created or appointed in the future. Duties shall be performed in conformity with the ordinances or resolutions of the City and the statutes of the State. Standard office hours are required, along with substantial overtime work on nights, weekends, holidays, etc. as necessary. | Duties: | *Makes recommendations to the Mayor and Council regarding the appointment of all officers of the City who are required by law to be appointed. Recommends the discipline, removal or suspension of any such appointed officer or employee when such discipline, removal or suspension is in the best interests of the City. Appoints, disciplines, or discharges officers and employees exclusive of those under jurisdiction of the Mayor and Council, the Board of Fire and Police Commissioners, and the Civil Service Commission. Carries out personnel duties without regard to political belief or affiliation, based upon merit and qualifications or disqualifications of officers or employees. Recommends to the Council the salaries to be paid each salaried and part time employee of the City.
*Oversees the affairs of the City and each department/division thereof. Investigates all complaints and inquiries in relation to the day to day administration of City affairs. Investigates complaints and inquiries in relation to services maintained by the public utilities in the City, and ensures all provisions of franchises, permits, and privileges granted by the City are observed. Notifies the City Council of such complaints or inquiries and/or problems as necessary, and follows up with individuals submitting the complaint or inquiry. Takes steps necessary to address the problem when possible. When necessary, consolidates or combines offices, positions, departments, or units under his/her jurisdiction with the approval of the City Council. Transfers responsibilities among and between departments and/or employees as necessary.
*Negotiates contracts for and on behalf of the City, including collective bargaining agreements, contracts for professional services, intergovernmental agreements, contracts regarding employee fringe benefits (health insurance, life insurance), etc. Ensures that the terms of the contracts are adhered to, and takes necessary actions when problems arise.
*Coordinates the agenda for meetings of the City Council. Attends all meetings of the City Council, both regularly scheduled and special. Participates in the discussion and makes recommendations regarding items under discussion or consideration. Gathers and provides requested information when necessary to assist the Council in the adoption or approval of items under discussion.
*Ensures that a current inventory is maintained of all real and personal property of the City and its location, and is responsible for the care and custody of such property.
*Recommends to the City Council the approval and implementation of policies, procedures, ordinances, and resolutions, as may be necessary to effect adequate day to day administration of the City’s affairs. Ensures that such approved policies and procedures are followed by City departments.
*Submits to the City Council a report of the estimate of the money necessary to defray the expenses of the City during the next fiscal year, along with any and all information that may be required or necessary to assist the Council in adoption of the appropriation ordinance.
*Ensures a monthly statement showing the exact financial condition of the City is prepared and submitted to the City Council. Ensures any additional reports and information concerning the fiscal matters of the City are provided weekly/monthly to the Council as necessary.
*Performs such other duties as may be required, consistent with City ordinances, resolutions, and State statutes.
Supervisory Controls:
The City Manager reports to the Mayor and City Council. The duties of the position require the ability to work with no direct supervision. Duties are performed independently; actions are taken, decisions made, and problems addressed by the City Manager, and reported to the City Council as necessary.
Worker Characteristics:
This position's primary work environment is physically located on the second floor of the City Hall, and is accessible via stairs or elevator from ground level.
Sitting, walking, and standing are necessary in carrying out the duties of this position. Reaching, stooping, and kneeling are required to access information contained in file cabinets and on shelves. Ascending and descending stairs is required in order to gain access to all areas of City Hall as necessary in carrying out job duties.
Some ability to access rough terrain is necessary, in order to visit work sites and investigate infrastructure-type complaints.
| Qualifications: | Knowledge, Skills, and Abilities Required by the Position:
This position is a high visibility position requiring the ability to interact with the public, employees, elected officials, and outside agencies such as union officials, contractors, developers, architects, attorneys, auditors, legislators, state, local, and federal government officials, citizens, and others. A high degree of oral and written communications skills is required, along with the ability to speak in public and represent the City in an official capacity. Strong knowledge of sound performance management/measurement/budgeting principles and practices, finance, and personnel, are a key requirement for this position.
Acceptable Experience and Training:
The minimum requirements of this position are as follows: Master’s Degree in Public Administration, Political Science, or a related field preferred. A minimum of 10 years experience, with progressive responsibility in municipal government with population of at least 25,000, with at least 5 years in a leadership or administrative capacity.
