Description: | This HART position participates in the training of operations personnel. Position also assists in the coordination of all safety and security activities for the Authority’s facilities, and provides technical and administrative support to the Risk & Environmental Safety Department.
| Duties: | SAFETY:
1. Prepares and submits monthly, quarterly, annual and other safety and activity reports as required by HART, State and Federal agencies.
2. Assists in maintaining and updating all written safety programs and procedures pertaining to FDOT and FTA System Safety Program mandatory compliance reporting requirements; keeps informed on current developments of federal and state safety laws likely to affect the agency; ensures compliance with requirements.
3. Assists in performing scheduled audits and unannounced inspections of the bus and rail systems to support the System Safety Program Plan, the System Security Emergency Program Plan, and all regulatory requirements.
4. Assists with the preparation of internal and external reporting requirements to applicable HART departments, Florida Department of Transportations (FDOT) and the Federal Transit Administration (FTA).
5. Assists in performing route and bus stop physical safety reviews as requested by the scheduling and planning departments.
6. Attends monthly safety and security committee meetings as required.
7. Conducts accident preventability meetings using the National Safety Council standards to determine accident preventability. Coordinates any notifications to be made to the appropriate parties and performs follow up training as required by the bargaining unit agreement or any HART procedures or memorandums.
SECURITY:
1. Coordinates all activities in support of video surveillance systems installed at HART facilities and onboard the bus and rail fleet. Responsible to adhere to all procedures in relation to chain-of-custody and control procedures to assure integrity of security information gathered. Works with all internal departments and external agencies/entities in compiling requests for video. Performs weekly inspections of all facility installed surveillance systems and reports any defects to the appropriate department.
2. Assists with maintaining security for all Authority personnel, properties and vehicles through threat and vulnerability assessments, written procedures and required programs such as HART’s System Security Program Plan; monitors all security surveillance equipment and alarm systems at all Authority facilities.
3. Assists with overseeing, monitoring, and communicating daily with HART security service contractor(s); reviews security reports; addresses and resolves concerns/issues; prepares evaluation reports and reviews invoices.
4. Communication and coordination with local, state and federal (to include Department of Homeland Security, Transportations Security Administration, Federal Transit Administration, Hillsborough County Emergency Operations Center) local law enforcement, security and emergency response agencies; coordinates on-going field and table top emergency response drills and exercises with local area law enforcement and emergency response agencies.
5. Responds to public and patron safety and security concerns.
6. Reports on all aspects of vehicle operations and personnel movement at the Authority’s facilities; oversees the Authority’s security polices and procedures to ensure proper compliance; assists with corrective action for policy violations.
OTHER FUNCTIONS:
1. Attends and participates in special events sponsored by HART, training and safety conferences and other field related internal and external functions.
2. Communicates training and information flow with other departments.
3. Performs other work-related duties as assigned.
| Qualifications: | Must have a combination of two years of related training supervisory and operator experience. Associate’s Degree in a related field required, or two years of related experience for each year of college requirement. Must have a valid (CDL) Class “B” Florida Driver’s License with Passenger endorsement, and be a qualified third party examiner for the State of Florida.
Starting salary range is $45,905 ~ $57,366 ~ $68,827 (depending upon qualifications, education, certifications, and experience).
