Description:

Oversees all functions of ELC. Director will implement programming with coordination from Chief Program offices, in accordance with the YWCA mission and the Department of Public Welfare requirements by performing the following duties:

Duties:

• Oversee that curriculum for Manchester Child Care program meets DPW requirements and YWCA goals.

• Assesses the children's learning needs, gears the program to the needs of the individual child, consider the individual child in his/her cultural and socioeconomic background, and helps each child to understand his/her value in the group.

• Prepares and submits program budget and complies with necessary grant requirements/reporting.

• Authorizes purchases of materials in accordance with the budget.

• Maintains a positive relationship with parents, and communicates necessary information in a professional manner.

• Completes required reports, timesheets and statistics accurately and in a timely manner.

• Attends parent meetings, special events, and staff meetings.

• Keeps room environment interesting, safe and clean. Reports maintenance and safety concerns to YWCA Facilities Department and the School maintenance staff, as needed.

• Oversee the Department of Public Welfare licensing for the site.

• Responsible for adhering to the Department of Education guidelines in serving meals and refreshments to children. Maintains personal cleanliness.

• Assists in the marketing of the program in the community.

• Recruits and enrolls children in Manchester Child Care Program in accordance with DPW licensing capacity.

• Responsible for hiring, training, scheduling and supervision of staff in accordance with YWCA York policies and procedures and applicable laws.

• Assign a responsible staff person as substitute to oversee compliance with DPW and YWCA policies/guidelines in your absence.

• Maintains and communicates YWCA policies and procedures with the staff, children, and parents.

• Participates in offered training programs, conferences, courses, and other professional growth opportunities. (Meeting the minimum as required by the Department of Public Welfare and any other licensing agent.)

• Develop and implement professional development trainings to child care professionals (internally and externally) as required.

• Oversee all on-site and remote child care programs

• Supervises all on site child care employees in accordance with the organization's policies and applicable laws.

• Other duties as assigned.

Qualifications:

• A Bachelor’s degree from an accredited college or university in early elementary, early childhood, special education, child development or the human services field and two years of experience working with children or

• A Bachelor’s degree from an accredited college or university, including 30 credit hours in early childhood education, child development, special education, elementary education or the human services field and 2 years of experience with children or

• An Associate’s degree from an accredited college or university in early childhood education, child development, special education, elementary education or the human services field and 3 years of experience with children or

• An associate’s degree from an accredited college or university, including 30 credit hours in early childhood education, child development, special education, elementary education or the human services field and 4 years of experience with children.

• The YWCA York adheres to NAEYC and Pennsylvania state standards of teacher excellence; and, therefore requires and supports teachers in being life long learners. These standards require all teachers to have specialized college- level coursework in best practices. Teachers will be expected to further their own education to become highly qualified professionals. The YWCA York offers educational assistance as funds are available for educational programs like CDA programs, professional workshops and tuition reimbursement for post secondary degrees.

PQAS (Pennsylvania Quality Assurance System) certification preferred.
