Description:

The Senior Policy and Planning Manager, under the direction of the Public Affairs and Personnel Officer, is responsible for performing advanced administrative and supervisory work. This position requires extensive knowledge, skill and ability in the field of strategic planning, housing and community economic development and policy development. An extremely high level of analytical ability is required in order to gather and interpret data and to recommend approaches to difficult challenges. This position will have substantial latitude for independent action in setting objectives and deciding how to proceed. Exercises direct supervision over assigned staff.

Duties:

· Remains abreast of the activities and progress of private and municipally owed utilities, municipalities, political subdivisions, and civic organizations on matters that affect the Authority.
· Identifies and analyzes pending and enacted legislation, regulations and directives to determine the effect upon the Authority’s operations and business plans.
· Establishes and develops planning strategies to transition from existing federally funded housing program approaches to more flexible and less subsidized quasi-public approaches.
· Oversees and participates in development and research activities involving building on San Antonio Housing Authority (SAHA) strengths, identifying potential new markets and business opportunities.
· Supervises and directly participates in the performance of complex research and analysis that is essential to the preparation of SAHA’s strategic plans.
· Works with other agencies to exchange ideas, promote joint actions, compile data, and devise presentations on matters which are mutually beneficial.
· Oversees the preparation of studies and documentation to provide factual and legal basis for community economic development.
· Directs research and preparation of position papers or other studies on housing related programs and economic development issues.
· Gathers economic and demographic data, and prepares reports and recommendations for existing housing and related programs, new program initiatives and economic development.
· Oversees and coordinates SAHA’s strategic planning efforts.
· Provides staff assistance to the SAHA Board of Commissioners, prepares and presents follow-up reports and other necessary communications.
· Represents the Authority at city, state or federal agency meetings; examines the effects of proposed legislation on Authority interest and makes recommendations regarding agency position on legislative issues as appropriate.
· Develops and maintains effective working relationships with local, regional, state and federal government officials and regulatory agencies.
· Reviews specific projects and general operations with other department heads as needed.
· Other duties as assigned.

Qualifications:

MINIMUM REQUIREMENTS
· Bachelor’s Degree from an accredited college or university with major coursework in Business Administration, Urban Studies, Public Administration, Public Policy, Planning, or a related field.
· Two (2) years of experience in a supervisory role.
· Three (3) years of increasingly responsible experience in policy work, analytical work or strategic planning.
· Texas Class “C” driver’s license at the time of placement and be insurable by the Housing Authority’s liability and fleet insurance carrier.

KNOWLEDGE, SKILLS, AND ABILITIES
· Knowledge of quantitative methods/statistical procedures and graphic skills.
· Knowledge of Urban Planning principles.
· Ability to use GIS Mapping Software.
· Knowledge of Smart Growth.
· Knowledge of modern office methods, practices, procedures, and equipment.
· Knowledge of public administrative research methods and techniques and methods of report presentation.
· Knowledge of budget preparation and maintenance techniques.
· Knowledge of supervisory practices, techniques, and procedures.
· Ability to maintain high degree of motivation in team members to retain focus of providing highest levels of customer satisfaction.
· Ability to multi-task and maintain organization in a fast paced, changing environment.
· Ability to manage change in an organization reengineering its culture and approach to workload management.
· Ability to create and maintain highest levels of confidentiality when dealing with proprietary information and sensitive situations.
· Ability to communicate sensitive information to principals and employees.
· Ability to interpret an extensive variety of administrative instructions
· Ability to supervise, train and evaluate assigned staff members.
· Ability to exercise initiative, judgment, and diplomacy in all department related matters.
· Ability to formulate new techniques and strategies for more efficient operation.
· Ability to prepare and present comprehensive studies and reports.
· Ability to establish and maintain effective working relationships with employees, co-workers, management, and the public.
· Computer literacy required.
· Excellent verbal and written communication skills.

PHYSICAL DEMANDS AND WORKING CONDITIONS
· Physical requirements include occasional lifting/carrying of 5 pounds.
· Visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment.
· Subject to sitting, standing, reaching, walking, twisting, and kneeling to perform the essential functions. Working conditions are primarily inside an office environment.
